District Attorney Eric Toney helped lead the fight to protect Wisconsin families from out-of-county violent sex offenders by preventing them from being dumped in their communities by other counties. District Attorney Toney and local officials helped accomplish this by working with the legislature and governor to change the law preventing these types of placements.

This fight led to a change in the law, which prevents these violent sex offenders from being dumped all over Wisconsin and requires them to be placed in their county of residency, when a court orders their release. District Attorney and local officials prevented out of county sex offender placements from Milwaukee, Racine, Marinette, and Racine counties and assisted other counties with their efforts to fight out of county sex offender placements.

Wisconsin law used to allow counties to place the worst of the worst violent sex offenders, that had been civilly committed to inpatient treatment under Chapter 980, to be placed anywhere in the state, upon their court ordered release. This caused many counties in the state, including Fond du Lac, to often become dumping grounds for these violent sex offenders.
